I received my Visa card from Public Savings Bank earlier this week and score alert from MYFICO.com just texted me that my FICO score went up 20 points already! Thank you Public Savings for offering such a great program for folks to rebuild their credit.

STAY AWAY. FAR FAR AWAY!!!! This credit card will not give you back your deposit after you choose to close out your account with them, and then they will report you late to the credit bureaus, and then charge off your account as well most certainly out of spite.  They will claim there is no record of you contacting them, and keep making up excuses as they go along. They will certainly look to damage your credit because you choose to not do business with them anymore. I seriously recommend staying away from this credit card as it has totally gone down hill since Capital Bank in Maryland has taken Public Savings Bank over. I would not be surprised if the FDIC or PA Banking department steps in and shuts down their secured credit card program as well for committing fraud against account users of this type of nature.

 I wrote a review a few weeks ago regarding my experince with Capitol Bank thus far... This is a quick followup. I wanted to make people aware of a new level of sleaziness with this bank. Even though it truely ****ed me off to pay the yearly membeship fee , and the interest ontop of that , I paid it . I then called to ask if I make no other charges on my account from this point on, will there be any further charges added to my account. The womans response " yes, there will be a $1.00  per month finance charge:...Me :"a finance charge on a 0.000 balance" Her: "yes" At this point I just laughed...does this bank need moneyy that badly...WTF!!! So I asked and are you going to add in interest ontop of that dollar? Her: "no mame"  and will there be any inactivity fees...No, just the one dollar a month and next year the annualmembership. I will be shocked if I don't see a bill with one dollar plus interest next month but we will see...Shady *** bank...But there is "karma" no pun intended. I honestly hope people ae filing compaints so whoever regulates this bank gets wind of what thay are doing.

I miss Public Savings Bank. I opened my account with them in 2010 with 1, 00 dollar limit. I paid off the balance each month in full  as I was not about t pay interest on my own money. Everything went along ust fine until Capital Bank entered the picture. fisrt, off no notification for eother bank regradig the changing of banks, Second, I recived no documentin abut their new rediculous rules regarding interest. when I called to complain they said they sent the notice, I never go the notice so this set off a lovely game off  back and fothe between me and the customer service person. Last but not least, the 50 dollar annual fee...they tacked and additon 2.75 in interest ontop of that...what!!!!!!!!!!!!!!!!!!!!!! when I complained about that they said they consider it a purchace and there fore subjcect to interest.  Their interest starts from the moment of purchace which is downright evil and wrong on so many levels, I just don't know where to start! Furthermore, I can't figure out the math... annual interest is 14.24 % Variable by what, and how much...? My understanding is you divide the annual by 12 months to get the monthly interst which is1.18, 0r sometheing like that . someone PLEASE enlighten me...the truth is I do not need this card anymore, I am in the good credit range and have two more unsecured cards. One with discover who has given me an increse with out  me having to ask every 3 months or so, started at 1.500 and now I am up to 2, 600. not too shabby....The only reason I want to keep te capital card open is it's my oldest account, just turned two years old. If I close this I know my score will drop, and it takes awhile to build back up...That said I am filing a complaint with the  FDIC...  not sure if it will go anywhere, but it will make me feel better . The next time I use this card it will be for a 99 cent pack of gum, lets see how much interest they charge on that...

Capital bank took over public savings bank holdings... SIGNIFICANTLY changed terms!  Just cancelled card and was told it would take 6-8 weeks to refund my deposit!! DO NOT DO ANY BUSINESS WITH THIS BANK!!!

I cancelled my card 3 months ago. Today I received a statement letting me know my account is overdue.  I called customer service, and discovered I owed a $2 finance charge which was applied in November. This was after I cancelled, but prior to the refund of my deposit which was supposed to cover any balances. Stay away from this card, try your local credit union instead! PS. I am giving one star because I can't post without rating it. If I could it would be a negative...

When you decide to close this account, you will NOT get your original deposit back, they will keep sending you statments and charging late fees (on the closed card), and you won't be able to reach anyone by phone to fix it.

This sounds illegal. I would make sure this is indeed the case and report it to the appropriate banking regulators.

So Far So Good....... I applied the same week Public got bought out by Capital Bank. My $300 deposit went through just fine, and almost immediately my credit score went up by 35 points on Experian. It also went up on the other two agencies, but since I hadn't been monitoring them, I have no idea how much this new card contributed to the score but I'm sure it was a comparable amount. I paid the $50 fee as soon as I could, and have paid off any charges pretty much right after I use the card. I never go above 10% of available credit and my score has gone up a few points as a result. Once I have 6 months of good history with this card, I'll try for another one from somewhere else. The only issue I've had with them was this weekend, I tried using the card but it was declined. I called to 800 number and was told that there was an address verification issue with a vendor. It will have to wait 'til Monday for me to straighten this out with the bank directly. I'll report back when i know more. Bottom line, this card has done everything I hoped it would. Just be smart with usage and your score will rise!

  I had a very low credit score and needed something to raise it so i could get approved for the home i wanted... After 2 months my credit score went up to 720 :-) this credit card really helped me... and now i am a home owner... I would recommend anyone to get a secured credit card bc if you use it correctly in the beginning you credit score can jump from below 500 to over 700... I know this for a fact bc mine did...

POOR CUSTOMER SERVICE and they place SIGNIFICANT holds on your money. I had opened account with Public Savings and always paid my bills, in full, and weeks early. They would hold your payment as a "charge" for 10 days even though the funds were received electronically. When Capital took over they changed the terms signicantly. Capital said that it will take 10 weeks to get the deposit back because they have to wait 6 weeks to see if any additional charges are placed on the account. This is a scam.  Capital is just holding on to the deposits as long as they can without having to pay any interest. BEWARE. I would avoid this bank. Your local credit union is a much better place to work with.
